Withdrawing the United States from the World Health Organization is an executive order signed by United States president Donald Trump on January 20, 2025, during the first day of his second presidential term. The order directed the withdrawal of the United States from the World Health Organization.

This executive order marked the second time that the United States had ordered to be withdrawn from the World Health Organization.[1]

Background

During the final year of his first presidency and in the midst of the COVID-19 pandemic, the Trump administration began to withdraw from the World Health Organization in July 2020.[2][3] At that time, Donald Trump was critical on how the World Health Organization was handling the COVID-19 pandemic, believing that the virus originated in a laboratory in Wuhan, China. However, in January 2021, then-president Joe Biden reversed the decision.[1]

Provisions

The executive order claimed that WHO mishandled the COVID-19 pandemic, failed to adopt reforms, and was affected by political interference by member states in 2020. The order then directed the Secretary of State to notify the Secretary-General of the United Nations and the leadership of the WHO about their withdrawal. It also ordered a pause on future transfers of funds, support, and resources to the United States; the recall of United States government personnel who were working with WHO; and the identification of United States and international partners as alternative venues for activities that are currently undertaken by the WHO.[4]

The order also instructed the director of the White House Office of Pandemic Preparedness and Response Policy to review and replace the 2024 U.S. Global Health Security Strategy. Additionally, the Secretary of State was ordered to cease negotiations on the WHO Pandemic Agreement.[4]
